MONTGOMERY, AL — Mayor Steven L. Reed introduced Momentum 2040, a proposed long-term capital investment initiative designed to strengthen Montgomery’s neighborhoods, modernize public infrastructure and position Alabama’s Capital City for continued growth over the next generation.
Presented to the Montgomery City Council, Momentum 2040 represents the City’s proposed investment strategy to address infrastructure needs, improve public facilities, enhance quality of life, and ensure Montgomery remains competitive for jobs, private investment, tourism, and future economic opportunities.
If approved by the City Council, the proposal would authorize up to $375 million in bond financing to fund capital projects across Montgomery.
Mayor Reed said the proposal reflects a simple reality: cities that continue investing in themselves are better positioned to compete, attract opportunity and provide the services residents expect.
“Montgomery has experienced tremendous momentum over the past several years,” Reed said. “We’ve seen significant public and private investment, strengthened public safety, expanded recreational opportunities and continued economic growth. Momentum 2040 is about ensuring our infrastructure, facilities and neighborhoods continue to keep pace with that progress.”
Building on Success
Momentum 2040 builds upon the City’s previous Montgomery Forward initiative, which delivered major investments in parks, community centers, public safety facilities and neighborhood improvements across the city.
Mayor Reed said the next phase is about building on that foundation while preparing Montgomery for the decades ahead.
“Great cities don’t simply maintain what they have—they prepare for what’s next,” Reed said. “This proposal is designed to help Montgomery remain competitive while making meaningful investments that benefit residents in every part of our city.”
The First Major Citywide Capital Investment in More Than Two Decades
City officials say Momentum 2040 represents Montgomery’s first major citywide capital investment initiative in more than 20 years.
During that time, Montgomery has continued to grow while attracting major employers, expanding Maxwell-Gunter Air Force Base’s role in national defense, welcoming new private investment, and strengthening its position as Alabama’s Capital City. Momentum 2040 is intended to ensure that public infrastructure keeps pace with those opportunities.
Investing Across Montgomery
The proposed initiative focuses on investments designed to strengthen neighborhoods, improve public safety, modernize city facilities, expand recreational opportunities and support long-term economic development.
Rather than concentrating on a single area, the proposal includes projects intended to benefit residents throughout Montgomery while also investing in regional assets that attract visitors, businesses, and outside investment.
City leaders note that strategic public investment often encourages additional private development, helping generate new jobs, expand the tax base, and improve quality of life throughout the community.
Looking Toward 2040
Momentum 2040 aligns with the long-term vision established through the Envision Montgomery 2040 Comprehensive Plan, helping translate that vision into tangible infrastructure and community investments.
Mayor Reed said the proposal is ultimately about preparing Montgomery for the next generation.
“This is about more than individual projects,” Reed said. “It’s about ensuring Montgomery continues moving forward as a city that is safe, competitive and prepared for the future. The decisions we make today will help shape the Montgomery our children and grandchildren inherit.”
